It has both. You can set it at 1-10 mph. As you walk or run it measures your pace down to.1-.9 mph. I was walking today and set it at 4 mph, but it clocked my speeds down to the 10ths, i.e., 4.2, 4.5, etc. By the way, 1 mph is barely moving the tread.
